Soak pearl millet flakes for 5 minutes, drain excess water, and set aside.
Heat oil in a thick-bottomed kadai. Add mustard, urad dal, chana dal, and cumin seeds. Fry until aromatic.
Add red chillies, green chillies, curry leaves, and ginger. Sauté for a few seconds. Add onions and cook until translucent.
Add soaked pearl millet flakes, coconut, turmeric powder, and salt. Mix gently until combined.
Let it cool slightly. Take a handful of the mixture and shape it into small balls or elongated kozhukkattai.
Arrange in a steamer or idli cooker and steam for 8–10 minutes.
Transfer to a serving bowl. Enjoy with coconut chutney or spicy tomato-onion chutney.
